419 Scam: Fake Lottery winning notification by postal mail (letter from Elgordo / Santa Lucia)

Since late 2004 we have received a number of reports of fake winning notifications involving fake lotteries in Spain going out by conventional postal mail ("snail mail"). The fake "securities company" the recipients are supposed to contact (and later send money to) is called "Santa Lucia Seguros S.A." or something along those lines. The "email lottery" is "EL GORDO" or another fake lottery operation (see fake names).

Despite the various cellphone numbers and (fake) postal addresses being used, the letters all appear to be from the same gang, since most quote a similar figures for the prize amount (EUR 615,810 or USD 615,810). Most envelopes were postmarked in Malaga, Spain, but some were mailed from Valencia or Madrid. We have also seen one letter mailed from Faro, Portugal, but also telling the recipient to call Spain. In most cases the address was printed directly on the envelope using a printer and an Arial-font, but sometimes the scammers use printed address labels. There is no return address written on the envelope.

The content doesn't vary much from the fake lotteries that use email. We are not sure about the reasons for the spam going back to its roots (it originally started by postal mail as the "Spanish prisoner's scam" around the year 1911, see "419 FAQ: Since when has this scam been around?"). Back in the 1980s the infamous "Nigeria scam" started out being committed primarily by postal mail and faxes. The main targets then were the greedy but gullible amongst businessesmen. The scam turned into a mass phenomenon only with the advent of email in recent years, as email enabled the scammers to reach millions of potential victims at virtually no cost.

We received fake lottery winning notification reports from recipients in various countries. Here are some reports:

If you receive such letters, you can report the attempted fraud to the police in your country. They may be able to get fingerprints off the documents, depending on how it has been handled.

We are not sure how the postal addresses are obtained and how the recipients are selected. One remarkable conclusion so far is that in many recipient countries the postal mail scammers target immigrants. In 26 scam letters reported to us by email, only 4 of the surnames were associated with the ethnic majority in the recipient's country, but these were not particularly common names. In another 4 cases the name was unknown (email address only) or could not be classified. In the remaining 18 cases (about 2 out 3) the recipient was an immigrant or other foreign resident or the surname was more common in a country other than the country of residence. This is highly unusual, considering that in most countries fewer than 10% of the population are foreign-born.

I didn't receive notification of my big winnings in the Spanish Lottery via e-mail but rather by snail-mail, all the way from Madrid. I checked your web site and didn't see the phone numbers and names, so I thought I'd take the time to pass them along:

* My claims agent is Mr TONY MARIN, foreign service manager of SANTALUCIA SEGUROS SA

* The prize is 615,810 Euros, of which they get 10%
* They sent a payment processing form asking for my name, address (they already have those, of course), phone number, date of birth, marital status, full bank information, even name and address information on next of kin.
* They ask for a copy of my passport or driver's license or Social Security card "for beneficiary identification."

I was very sorry the letter and form came from Spain as I thought I might just write across the form, "Please send a certified check minus your fee to the address you already have" and see what happens.

Well, at least I now have a nice Spanish postage stamp.

I have received in my mailbox today a letter from the Santa Lucia Security Company S.A. with the telephone number of 011-34-655-467-159 so I called to find what that was all about the man on the phone did not know what I was asking at first about the letter and there was a baby crying in the back ground. That was when I decided to check on line about this lottery. When I went to your web site it took about two minutes to find out that it was a scam.

I've recently received a letter from EL GORDO SPANISH SWEEPSTAKE LOTTERY COMPANY S.A. saying that I've won $615,810.00 in USD of a prise of $3, 079050.00 that's shared by seven international winners. They're telling me to claim my prise I have to fill out a Lottery Payments Processing Form. The form asks for a Bank Account Number and a Bank Routing No. and address of the bank as well as my address and phone number. This is the fax number they gave me to send them the form:011 34 636 580 613. The agents name is Perez Pierre and it is signed by the vice president of the company Luis Miguel. They also say that after receiving the prise money, 10% goes to their company. I have heard that this might be a scam.

I live in the United States of America, precisely in the city of Cincinnati, state of OHIO. The problem is that, a week ago, I received a mail sent in an envelope with no addressee information. The information inside the envelope are supposed to be sent from the office of Santa Lucia Security Company S.A. and states that I have won a prize of the amount of $615,810.00 that is originated from the El-Gordo Sweepstake Lottery Program held on the 30th of December, 2004. They said that this lump sum I have won came from a total cash prize of $10,468,770.00 shared among 17 people at the international level. After all the literature, they requested I send them my bank information(account number and routing number) that I already sent to them for the money transfer. Two days later they wanted me to pay the amount of $1,475.00; what they said is to be paid before the prize which they said is already authorized for payment could be paid. They also said that I was supposed to pay them 10% of the winning after payment is made to me.This got me very concerned, that is why I'm sending you this email to inform you and request some information back that could help me understand what's going on. Right now I just think that these people are trying to harm me.
I already got chance to talk to the so-called agent responsible for the foreign service, naned Luis Carlos. Their phone number and fax number are as follows:

award top secret from public notice until claim has
been processed...

which we conduct every year."

I have recieved a letter wrote exactly the same as the example 
posted on the 419 scam website.  However they posted to me not 
by emailing, is that still a scam?  The letter has sent by 
SANTA LUCIA SECURITY COMPANY SA. However my claiming is expired 
because i just came back from Sydney.  I phoned them and they 
ask me to send $1250US to Western Union Bank for the Document 
and Taxes Fees charges before they can get the money back for 
me.  I about to send money to them but luckyly I have seen 
this website, but i have sent the copy of my license and 
personal details, is that a risk for me.

a scam when I opened it (came by regular post, not email) but 
the lottery prize I had "won" was over 9 million bucks!  
(They're upping the ante) so I went online to check scams

The congratulations notice also instructs me to complete 
the enclosed "processing form" which required me to give 
my bank name, address, phone, code & account number (but 
not my pin!).  I am further instructed to return this 
processing form to MAPFRE SEGUROS.  Howeever, on the actual 
processing form the return recipient is listed as MAPFRE ESGUROS.  
 
The deliberate misspellings are what first caught my eye.  
I Googled MAPFRE ESGUROS and got zip.  Instead, I was asked 
"Did you mean MAPFRE SEGUROS?"  That insurance company does 
not have the best world wide reputation, but it is a legitimate 
firm, unlike the phony MARPFRE ESGUROS, the scammers current 
DBA evasion.
 
Keep up the great work.  Thanks for being there.  Sorry I 
didn't win the millions -- I would cheerfully have sent you 
a large appreciation check!

I looked it up on internet and landed on your site.
 
I don't think (and hope) I will ever be conned by such a scam 
but it is great to be able to immediately read how their system 
works.
 
Even more important is that you have probably saved thousands 
of people a lot of money. The more your site is read, the more 
people will understand they have to mistrust these lotteries and 
other forms of abnormal generosity.

that I have won a prize. As I never play lotteries I suspected a 
scam letter so I checked on the internet and found your website.

I am an immigrant recently turned Canadian citizen but I had received a snailmail letter from C.T.A Malaga, Spain using
my last name, then first name and middle name, (Arial font) on 26 April, 2005, actually 5 years to the day of my coming to Canada.

In the letter from Josea Fernando, Vice President of the Protective Security Company S.A. tel: 011-34-675-052-019, Fax: 011-34-639-924-245, he had written to notify me for the award prize of USD$615,810. It smelt of scam all over the letter including a pixelated image of a lottery ticket at the bottom right hand corner of the bright yellow A4 sized letter head.

To begin one's claim, I was asked to contact the Claims Agent: Dr. Jerry Prince of the Foreign Service Manager of Protective Security Company SA. The letter does give away its fraudalent nature as the fourth paragraph states "Due to mixed up of numbers, names and addresses, we ask that you keep this award top secret from public notice until your claim has been processed and your money remitted to your account as this is part of our security measures..."

The second piece of paper has CONFIDENTIAL running on the right side. As a payment Processing Form, it had payment options, bank transfer information and Next of Kin details. It looks like an information gathering exercise.

The letter has several typos but is personally signed. It looks like Suuuuuuurul.

Hope you can post this so that others won't fall into their wicked schemes. Thank you for your website. It is valuable information indeed. I appreciate your efforts to stop this trickery!

Today I received a letter in the mail from Correos,
Spain. There was no return address on the envelope. I
opened the letter to find that it was from "El Gordo"
Loteria Primitiva PLAZA DE COLON E-28830 MADRID, SPAIN

The letter informed me that I had won a lottery held
on the 30th of March and was entitled to 615,810 euro
(from the grand sum of 16,621,340 euro split between
thirty one International winners) 

The letter says I need to contact Mr. Ales Gomez,
Foreign Operation Manager SANTA LUCIA SECURITY CO S.A.
on tel: 00-34-656-447-891 and fax: 00-34-679-052-210
and says I must make my claim by May 19th, 2005. There
are two sheets of paper, one telling me about the
competition, and the other is the claim form asking
for my personal information (also requests my bank
account information and passport/drivers license) 

What I have noticed about this letter is that the
quality of the paper is quite cheap, and so is the
print. It looks like someone ran the copy of it from
their home computer. The address on the envelope is
smeared and crooked. The quality of this letter is
what sounded the first alarm. The letter is actually
signed in ink by "Jose Luis Miguel", but it just
doesn't appear to be from a legitimate source. Plus,
it was written in English, which is quite odd seeing
as it's supposedly from the Spanish lottery.   

I decided to check it out on the internet, and sure
enough, I discovered it was a scam. I was just really
surprised that it came by regular mail (I am no
stranger to the emails from Nigeria and Togo) and it
bothers me that these scumbags know my address, and I
am NOT comfortable with that. 

Your theory of it targeting foreigners seems to make
sense to me, since I am an American living in Germany
with an Irish name, it makes me stand out.

I am very happy that your site exists to help gather
the information about these scams, hopefully some
people will be helped and can be saved from the
criminals.

of Estrella Seguros S.A on +34-657-218-404 to start processing 
the claim. There was a background noise when I called and it 
was obvious that it is a mobile phone. I am supposed to wait 
for his call tomorrow to organize the transfer of money. 
Anyway, I hope that this helps others!

I just received a letter from the "international commission of lotterie" "loteria primitiva" based in madrid, spain.
I live in French Guyana, and I called the number on the letter: 0034-609-546-560. A man answered, he sound as if he was from africa, because of his accent. He told me to send back a fax, very quickly, in order to be paid quicker, and I was about to send back the form to be paid.
Before that, I thought it was a better idea finding any information on the web, not for me to be faked, and I found your adress.
I kept the letter, end the envelop. I will not send it back to them.
This is very grave because, it's "written" as if I had really gain this amount of money.
Is there any kind of solution to detroy their system?

I received one of the letters from these people. They said on it I was awarded with 785,510 Eur. They said these funds are secured with Santa Lucia and I need to send the form filled with
my personal and bank details. Obviously, I knew this was a scam. Contact numers are on the letter (I got it by post). I tried one of them and it worked. Paul Villa 0034 676 803 735. I asked
him so how come I won this price, to what he gave me a silly answer. I said yeah right, this a very silly scam. He said, if you think that why do you call -upset-, and put the phone down on
me. Other numbers given are: 0034 690 326 449, and the address in the letter is Avda Paralelo n 76-78, Barcelona, Espana. The fax n given is 0034 669 514 112. They are using the
Spanish Ministerio de Hacienda logo on this letter, which is a very bad print out quality. Dated on 19/06/06.

I hope you can do something about this. The letter is signed by Mrs Ellen Margarita Lopez.

The agent’s tel.# is really alive, I phone there over and spoke with Mr. Reyes very short. The letter has been addressed to my normal home postal address. In order to get my win, I should now fill in the attached form, containing all my bank account information etc. !

On September 3rd 2006, I received a postal letter, an award notification, from the elgodor lottery primitiva s.a. Plaza juan carlos c-14541 Madrid Spain. I will mail you a copy.

Details included: a name Antonio Blasco the foreign service manager of the GRUPO BILBAO SECURITY COMPANY S.A tel# 01134 610 231 775 and fax 01134 635 824 173. It sated that my prize money in the amount of $615,810.00 is being held in a security company in my name. They requested that I fax them a copy of my drivers license or passport and my bank account number to transfer the funds. The letter also states that 10% of my winnings belongs to this security company and would be remitted after i have received my winnings.

I called the provided number. Sunday sept 3 06 around 1800. There was a spanish speaking female on the answering machine.

The next day I called back: The man asked for my reference and batch numbers, then congratulated me, repeated basically what the letter said. He told me that if I did not feel comfortable faxing my info then I could give it to him over the phone the next day. He gave me an alternate fax # and further instructions. I repeated the instructions back to him: "to call back when I am going to fax my info, then they will call me back on receiving my info and transfer my the money. When I get the money he will then call me with further instructions on how to send them the 10% I owe them..." The man became quite mad and stated "that he is just telling me the info as it is his job."

In the background I could hear laughing and children. The man had a spanish accent that I couldn't place and the connection was poor.

The envelope is unipapel. The stamp is Espana correos. the post mark is CORREOS CTA MALAGA

Than again the same upper tel.numbers.

We called the upper number of M.Perez. The person was speaking with an indian
accent. He said to us we shoulf fill out the form carefully and send it asap.He was
very unprofessional on the phone.

After all we called this morning the spanish consulat general and they told us that
this letter is a criminal act and we shouldn't do anything.
