Nigeria/Benin job scams (recruitment agencies/immigration scams)
Many visitors to Scam-O-Matic website use it to verify job offers about which they have suspicions. In many cases the fraudulent job offers clear bear the handwriting of the same criminals, even though offers range from oil industry jobs to hospitals and banks and the offers are for Nigeria, Benin and even the UK. These diverse employment offers match in many minor details, as criminals work from the same basic formats.
Many of the jobs advertised were in the oil industry, because this happens to be Nigeria's biggest industry, so many scammers are familiar with it. The objective of such job offers is to trick job seekers into paying advance fees (supposedly for immigration/work visas, air fares and other expenses). These usually amount to more than a thousand dollars and are demanded to be paid by Western Union wire transfer.
Many job offers from companies and individuals claiming to be based in the UK list +4470 UK phone numbers. If you see such numbers mentioned in an offer (or any email for that matter), assume it to be a scam by a criminal who most likely is NOT based in the UK, as such numbers are international call relays that can ridirect to anonymous mobile phones in virtually any country, but mostly Nigeria. We have yet to see a legitimate company use a +4470 phone number.
Once the job offer turns out to be fake, the recipient of the payment can no longer be traced. Therefore don't send money and don't quit your current job. If the offer sounds too good to be true, that's because it is. If you have any doubt, ask the Scam-O-Matic, visit the Scamwarners forum or ask in expatriate / oil industry forums where people share similar experiences.
If you receive online job offers, consider the following:
- Does the email or job posting direct you to contact an email address that uses a free webmailer (Yahoo, Hotmail, etc)?
- Does the offer include a +4470 UK phone number or +234 80 / +234 70 Nigerian mobile or other mobile phone number? If so, assume it to be a scam. Scam-O-Matic detects such numbers.
- Does the recruiter have a website that matches the domain of the email address? For an email address like [email protected] there should be a website like http://www.example.com and it should be a recruiting company.
- Does the company provide a postal address, telephone and fax number?
- If they use their own company domain for email and/or a website, check the domain creation date using a Whois form. Be suspicicious if the domain is only a few months old or not registered in the name of the company.
- Can you independently verify the postal addresses and phone numbers on a Google search?
- Are the conditions too favourable ($30,000 per month salary, five star hotel accomodation, first class air tickets)?
- Are you told to contact an immigration officer in the country where the job is offered, instead of that country's embassy in your country as is usual?
- Are you told to send cash by Western Union or MoneyGram (which are untraceable) or to a bank account with an unrelated account holder or in an unrelated country?

EXECUTIVE SUMMARY
We have in file, your Resume, Job Application and Answers to the Official Interview.
After the evaluation of these documents, we found you qualified to work with our Team.
Hence, Solham Oil Company. Seek to employ your services as an expatriate consultant for the provision of expatriate services as stipulated in the following acts in this document. This document embodies the approved Terms for the purpose of this contract.
1. JOB TITLE/UNIT
QUALITY ASSURANCE ENGINEER.
1.1 SCOPE OF WORK SHALL INCLUDE, BUT NOT LIMITED TO:
Appropriate monitoring/coordination services, planning and implementation, development, execution, responsible for the approval and purchases as shall be deemed necessary for job success.
Comprehensive infrastructure /management, policies initiation and approval of corrective actions, including regulatory agencies representatives, decisions making, changes incorporation when necessary.
Quality assurance, Quality control, corporate liaison work with one or more project team, or steering committee, senior managers and other key influences, possession and maintenance of outgoing and incoming policy and operations manuals.
Also include services related to project control system, services related to process control and electrical equipment and addition of 500mw gas turbine generating plant.
Services based on switchgear, short down and start-up of power transformers, combined and simple Cycle configuration, trouble- shooting, commissioning, maintenance and spare-holding services.
You shall also be expected to meet/liaise with the entire management board of SOLHAM OIL COMPANY. For overview and updates bi-monthly
2.0 CONSULTING PERSONNEL
You shall be expected to work lead a team of prime experienced project personnel's with the mandate to provide excellent services.
3. JOB COMMENCEMENT/ LOCATION
The work Location will be within the work metropolis of SOLHAM OIL COMPANY Facility Plant.
You are to report immediately to the HR Manager upon arrival to conclude prospects of screening and other logistics.
4.0 SALARY INDICATION
You will be eligible to receive US$21,920 (Twenty One Thousand Nine Hundred And twenty United States Dollars) -Basic (Tax exclusive) Monthly.
Funds can be transferred to any Bank designated by you and this must be in conformity with the present tax situation of the Country.
Work time shall be 40 hours work week for the Twelve (12) month contract term as such employee shall also be entitled to over-time allowance if employee work time exceeds the official stipulated hours. Salary shall also be liable to increments with time and employees' official promotions and position in service.
5.0 ALLOWANCES/ ENTITLEMENTS
Hazard/Inconveniences: US$560.00 (Monthly)
Car Maintenance: US$1,089.00 (Monthly)
House & Furnishings: US$9,980.00 (Yearly)
Entertainment & Recreation: US$575.00 (Monthly)
Travel & Events: US$950.00 (Monthly)
6.0 GRANTS & LOANS
Old Hem Housing Loan: 1 year service to SOLHAM OIL COMPANY. is required for eligibility.
Starter's amount will be US$48,971.00
Can be re-paid within 10years with US$0.00 interest.
Lieu Car Loan: All Employees are eligible to apply.
Starter's amount will be US$22,045.00
Can be re-paid within 5years with US$0.00 interest.
New Orleans Business Loans: All Employees are eligible to apply.
Starter's amount will be US$35,000.00 to US$70,000.00

7.0 PAID LEAVE PERIOD/ TRAVEL
All Employees are entitled to 2months Paid Leave which can be taken once at a time or 2weeks apart one different period.
All Employees will receive US$7,880.00 Take home for each leave Period.
Employer for each Inter-continental trip shall pay US$3,520.00 flat rate travel/entertainment allowance to employee. Travel shall be by business class/first class.
However for the purpose of commencement, the cost of travel ticket shall be paid in addition to travel/entertainment allowance.
Cost shall be substantiated and shall be the rate charged at the Period/time of purchase. Employer shall also take care of employees' travel ticket including that of employees' family only on employees' early notification to employer and as shall be requested by employee.
8.0 EXPENSES BEFORE TRAVEL BY EMPLOYEES
Expenses made/incurred by the employee related to job before commencement of duties or Expenses made during Travel Plans, Processing of Travel Particulars ETC will be substantiated with receipts and Employer will re-imburse the Employee not later than Five (5) working days after submission of Employee's expense Report and Receipts as proofs of such Expenses.
Employer however agrees to reimburse fully all Travel costs and Expenses made by Employee.
The agreement hereby binds Employer and Employee in that re-imbursements will be made fully to Employees upon presentation of Expense Reports and Receipts of Expenses.
On no account will Employer accept to shoulder costs for Travel Expenses, Processing of Work/ Resident Permit Papers of Employee before Work sign-on. This is to possibly evade losses that may be accrued to Employer should Employee decide to decline Job Offer after certain Expenses must have been made by Employer. The agreement hereby binds Employer and Employee in that re-imbursements will be made fully to Employees upon presentation of Expense Reports and Receipts of Expenses
9. UPFRONT PAYMENT OF SALARIES
The first monthly salary shall be paid in advance before consultants embark on journey to assume duty.
This is to enable consultants settle all domestic needs before travel. As such no excuses will be entertained on assumption of duty relating to default.
Employees (Expatriates) are to note that 1MONTH UPFRONT SALARIES are paid as soon as Employees Procure and Process the relevant Resident/ Work Permit Documents from the Benin Immigration Services and submit same to the Human Resources Department for Verification.
All payment of Salary after assumption of duty in BENIN shall be 75% paid into an offshore account to be provided by employee with the remaining 25% paid locally in BENIN.
This is in line with the Benin Expatriate Financial Statutory Laws.
10.0 FEEDING & ACCOMODATION
All Employees are expected to reside at the Company's Staff estate.
There are Single Bed-room and Flat options for Employees to choose from.
Employees are entitled to take meals free of charge at the General Staff canteens.
Dietary options, Customized cooks and Dieticians are available options.
11.0 MEDICAL EXPENSES
Employer will provide the employee with comprehensive Health care for the term of contract, and follow-on care for injuries suffered during the term of contract for employee and family.
12.0 OFFICE ASSETS TO BE PROVIDED BY EMPLOYER
Computer resources: Laptop Computer, 1.6 GHz Processor, 256 MB RAM, 24XCD-RW, 30GB Hard Drive, Floppy Drive, Integrated Network Adapter, Internal 56K Modem, Spare Battery and Necessary Software. Full time Internet access is also made available.
Phones: Employer will provide each employee with one (1) landline and one (1) mobile telephone. This shall have a reasonable credit limit application per month.
13.0 SAFETY & SECURITY
Safety and Security of personnel (Local/Foreign) and Facilities on Job Locations and communities are no small issues, and have been seriously considered to ensure and assure hitch free operations.
All operations on Job Location are designed to adhere strictly to the Health Safety and Environment (HSE) Policy as applicable in the Oil and Gas Sector.
All expatriates are entitled to a free and mandatory safety courses on Job Locations to be delivered by qualified safety and environment experts.
All safety wears shall be provided by the Company at Job Locations such like Safety Coveralls, Gloves, Goggles, Helmet and Safety Shoes etc. as applicable in the Oil & Gas Sector.
14.0 TELECOMMUNICATION/ INTERNET FACILITIES
There are standard Telecommunication Facilities and Internet services at the disposal of all expatriates, and same shall be accessible to all Personnel (Local/Foreign) without any charge or expenses to be incurred.
Cellular Phones can be obtained by expatriates from the Local dealers/Service
Providers in Work Metropolis but must be used in accordance with the safety regulations on Job Locations.
15.0 ADDITIONAL SERVICES
Recreational/Sports Facilities shall also be made available at the disposal of all expatriates with no expenses to be incurred. Laundry and Dry Cleaning Service will also be made available to all Expatriates by the company's laundry and dry cleaning unit.
16.0 DOCUMENTS PROCESSING WORK/RESIDENCE PERMIT VISA.
The Employee is requested to contact the below office who shall be responsible for the process or his or her Valid Benin Work/Residence Permit Visa and then should forward same to the HR of Solham for Verification and authenticity confirmation.
Hence Any expenses incurred during this process shall be refunded to the candidate after 5 working days of payment.

EXPATRIATE TECHNICAL SERVICES PROVISION FOR THE GFP AGREEMENT
THIS AGREEMENT is made this 19th day of April 2007, between TOTAL incorporated under the Laws of Nigeria (here in after called TOTAL OIL COMPANY which shall where the context so admits include its successors-in-title and assigns) of the one part and VictimName, as second party; WHEREAS:
ARTICLE 1: CONTRACT PERIOD
The contract period shall be for Contract duration: The contract shall last for duration of 3 years and could be renewed only if employer is satisfied with employee's services. This is with effect from the 29th of June 2007.
ARTICLE 2: FEES FOR SERVICES AND TERMS OF PAYMENTS
2.1 TOTAL shall pay Employees on satisfactory performance of the services the sum USD 25,920.00(Twenty-five Thousand Nine Hundred and Twenty Dollars only) monthly or Euros equivalent depending on employee's home country.
2.2 TOTAL shall pay for services rendered by employee by cheque presented on a monthly basis at the rate stated therein
2.3 Payments of undisputed invoices will be made by TOTAL to the employee monthly.
2.4 TOTAL shall pay all fees in US dollars or Euros equivalent depending on employees' home country and shall be paid; 75% to an offshore account provided by Employee and 25% locally.
The employee will be reimbursed by the employer for reasonable moving expense incurred only as a result of relocation or early termination of leases, storage charges; procurement of travel documents (flight tickets), immunizations etc. Reimbursements shall be made before employee's embark on journey not later than Five (5) working days after submission of employee's expense report and receipts, this after the acquisition of relevant traveling papers through assistance from the Immigrations/Internal affairs ministry in Nigeria.
Employer for each intercontinental trip shall pay $5,520.00 flat rate travel/entertainment allowance to employee. Travel shall be by business class/first class. However for the purpose of commencement, the cost of travel ticket shall be paid in addition to travel/entertainment allowance. Cost shall be substantiated and shall be the rate charged at the Period/time of purchase.
Employer shall also take care of employees' travel ticket including that of employees' family only on employees' early notification to employer and as shall be requested by employee.
2.5 COMFIRMED EMPLOYEES
Confirmed employees are those employee's that have successfully acquired and forwarded his/her necessary permits clearance papers to the employers' management-duly certified by the Nigerian Immigration Services/Federal Ministry Of Foreign Affairs of the Federal Republic Of Nigeria). Then they shall be entitled to above benefits .
2.6 OTHER BENEFITS

Employees' shall be authorized three (3) times paid vacation during the term of the contract, to be used at the employees 'discretion after duly informing and receiving approval from employer's management. Employer will pay for travel expenses (i.e. flight tickets) and flat rate travel allowance of US$5,520.00.
ARTICLE 3: GENERAL ADMINISTRATION AND MANAGEMENT/OTHER BENEFITS
3.1 Unless otherwise stated in a superseding document, the General Manager TOTAL; GAS FLARING PROJECTS shall maintain general administration and management of the project and all progress reports should be addressed TOTAL; GAS FLARING PROJECTS to him.
ARTICLE 4: FORCE MAJEURE
4.1 Not withstanding any thing herein stated, neither party should be considered in default in the performance of its obligations under this Agreement as a result of Force Majeure.
The term "Force Majeure" shall include but not limited to Act of God, War, Nation wide strike, Lockout, Riot and Civil commotion. A strike or Lockout embarked upon by only the personnel shall not be deemed to be included in this term.
4.2 If an interruption of work occurs as a result of "Force Majeure" for up to seven (7) days, 70% of the basic daily fees shall be paid as standby.
However, if such suspension results in Employee not being able to perform its duties for more than seven (7) days, then TOTAL may at its option elect to continue the implementation of this Agreement at adjusted standby rates to be negotiated
or to terminate the contract.
ARTICLE 5: TERMINATION
5.1 This Agreement may be terminated: -
(i) If the services stated therein are not rendered satisfactorily.
(ii) If the duration of the Agreement stated therein expires and no extension has
been given.
(iii) Under Force Majeure as stated therein
ARTICLE 6: DEFAULT OF EMPLOYEE
6.1 In the event of default by employee or non-compliance by Employee with the terms and conditions of this Agreement, TOTAL shall give notice to Employee specifying areas of default and employee shall have ten (10) calendar days to rectify to TOTAL satisfaction, the said default(s). If the Employee does not rectify to TOTAL satisfaction, the said default(s) within ten (10) days of receipt of the notice, TOTAL may proceed with termination of this Agreement subject only to settlement of all payments due and outstanding at the time of termination.
ARTICLE 7: ADDRESSES FOR NOTICE
All notices and other communication required to be given hereunder by one party to the other shall be in writing and shall be sufficiently given if sent by post, faxed or delivered by hand to the addresses hereunder.
